Biography

Bryan primarily concentrates his practice on civil litigation, commercial litigation, torts and insurance defense, labor and employment defense, and municipal law. He also has been selected to mediate tort actions of all types, ranging from routine to complex. Bryan also has extensive experience handling matters relating to decedent’s estates administration and litigation, general municipal law, personal injury, real estate, corporate, and mental-hygiene law.
Bryan has served as a Judicial Law Clerk at the Appellate Division (3rd Department), and Supreme Court (6th Judicial District). Bryan was the Chemung County Attorney for 12 years; and has retired from the US Army Reserve after 26 years of service (18 as a JAG Officer, holding the rank of Major).

Bryan has extensive experience with municipal law and litigation, having tried dozens of non-jury and jury trials and hearings to verdict, handling matters from pleading to appeal. He has trial experience in personal injury, commercial (contract) litigation, labor and employment discrimination, US Constitution rights violations, police excessive force / malicious prosecution, public sector arbitrations, family court abuse and neglect.

Bryan has provided legal counsel to individuals, business and municipalities, and the County Executive, County Legislature, and department heads in labor relations, real-property tax law, health care, election law, land use, environmental law, social services law, and municipal finance matters. Bryan additionally has defense experience in human rights and discrimination matters, PERB unfair-labor-practice complaints, CBA interest arbitration, and employee discipline and grievance hearings.
